Primary program

Development Support Program (DSP)

Single applicant — $130,000 government donation + $5,500 due diligence fee. Non-refundable. Advisory fee quoted separately.

Secondary program

Capital Investment Immigration Plan (CIIP)

Status: Active — Limited Quota
CIIP was suspended by Cabinet Decision 012/2025 of 17 March 2025 and reinstated by Order 95/2025 of 26 May 2025 — a pause of roughly ten weeks. A limited quota of 100 applications is available. Part of the investment is returned after approximately 4 years, reducing the effective net cost.
  • Non-refundable government donation: $115,000
  • Returnable investment in a qualified fund: $50,000 (returned after ~4 years)
  • Due diligence fee: $5,500 per applicant
  • Total all-in: ~$165,000–$170,500 — net cost after fund return: ~$120,500
  • Families of up to 4 included at the base rate — more cost-effective than DSP for larger families
  • Processing time: 1–2 months

Important: Vanuatu passport holders do not have visa-free access to the Schengen area. Regulation (EU) 2025/11 of 19 December 2024 moved Vanuatu to the EU visa-required list with effect from 3 February 2025. The figure below reflects current access excluding Schengen/EU.
